COSMIC (ISO 19761) is a functional size measurement method which generalizes the measurement process to address management information systems issues, as well as real-time and hybrid software projects. It conforms to the ISO meta-standard on functional size measurement (ISO 14143-1) and uses only the FURs (Functional User Requirements) of the software project as inputs to the measurement process. |

The best way to describe the advantages of the COSMIC method over '1st Generation functional sizing methods is to compare it as define in the Measurement Manual v2.2 against the IFPUG method, version 4.1 and its International Standard equivalent version (ISO/IEC 20926:2003). |

The idea of measuring a size of software in terms of its 'functionality' as opposed to its physical components was first put forward by Allan Albrecht of IBM in 1979. He proposed a method called 'Function Point Analysis' which has since evolved into the 'IFPUG' method. The definition of this method is now managed by the International Function Point Users Group. Albrecht's clever piece of lateral thinking laid the foundations for the subject of 'functional size measurement' (or 'FSM'). |
